The Opportunity
WSDOT is currently seeking to fill four regionwide Highway Maintenance Worker 2 positions. These journey-level positions perform a variety of skilled maintenance tasks and are responsible for maintenance and repair of highways and highway structures to ensure the safe and efficient movement of people and commerce. These positions are members of the Work Zone Traffic Control (WZTC) Crew and may assist with crews in maintaining signs, durable pavement markings, and striping and/or setting up and maintaining a safe work zone for regionwide, statewide, and area crews for maintenance and emergency operations. As a Highway Maintenance Worker on the WZTC crew, you may have the opportunity to work with general maintenance operations on other roadway and roadside maintenance activities and assist with snow and ice control. Our top candidates are mechanically inclined and self-motivated individuals that enjoy working outdoors.
What To Expect
These positions are required to respond to emergency callouts and must be available for standby 24 hours a day/7 day a week. Work is often physical in nature and performed primarily outdoors, traversing rough, steep, and uneven terrain; and near high-volume/high-speed traffic. May also work at elevated heights above 25 feet over land or water.
Among the varied range of responsibilities held within this role, the Highway Maintenance Workers will:
- Design and set up traffic control for all operations to include settings signs, cones, and barrels in accordance with the MUTCD standards.
- Install durable pavement markings; load thermoplastic materials and prepare equipment for use.
- Transport heavy equipment and materials.
- Operate Class A, B and C highway equipment as designated on the approved Department of Transportation Equipment List (TEF) for highway maintenance.
- Asphalt and concrete pavement maintenance and repair; apply concrete, asphalt, and synthetic materials.
- Drainage maintenance including catch basins, sedimentation facilities, and ditches; erosion and slide repair.
- Perform general roadway maintenance activities including guardrail repair, cleaning culverts, patching asphalt, and removing litter.
- Perform snow and ice control to include application of anti-icing compounds to road surface with truck mounted equipment, load trucks from stockpiles or pits.
- Respond to emergency situations and act as a first responder at accident scenes, spills, or other emergent situations.
- Perform maintenance and minor repair on equipment and hand tools.
- Lead and train others in the absence of the Highway Maintenance Worker 3.
Qualifications
To be considered for this opportunity, the following are required:
- Two (2) years of highway maintenance, logging, farming, excavation, or heavy equipment experience; OR one (1) year of experience as a Highway Maintenance Worker 1 or equivalent.
- A Class A CDL with N endorsement to legally operate vehicles in Washington State; or obtain within twelve (12) months of hire.
- A valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain within six (6) months of hire.
- Experience being committed to safety including proper use of personal protective equipment.
- Skills to communicate effectively with diverse groups utilizing oral, written, and electronic communication methods.
- Ability to report in service to assigned duty station within 60 minutes of an after-hours call.
- Ability to work nights, weekends, holidays, and perform emergency callouts/stand-by 24 hours a day, 7 days a week.
- Ability to relocate tools, equipment, and materials weighing up to 50 pounds from one location to another.
It Is Preferred That Qualified Candidates Also Have
- High school diploma, GED certificate or equivalent.
- A valid Class A CDL with N endorsement.
- A valid First Aid/CPR Certification.
- A Washington State Pesticide Applicator’s License.
- A Backflow Prevention Tester Certification.
Important Notes
- This recruitment will be used to fill four (4) full time positions and may also be used to fill additional positions per business needs.
- The assigned duty station for these positions is Lacey, WA, however each will be responsible for reporting to sheds located in the following areas: Elma, Port Orchard, and Shelton.
- These positions require rotational night shift.
- Travel is an expectation of these positions and may be required on a regular, sporadic, or as needed basis. Overnight travel is required.
- These positions are not eligible for remote work.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement And Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
